Description

While the error is handled, the presentation of this error is a page without any laout whatsoever.

I just added a relations to bug 0004760. That's what happens when the database user has no write/create/whatever permission. There were no helping error messages or hints. The solution would be simple if the user would be told, that no tables could be generated and that we should check the rights of the database-user.
The mentioned bug-id above relies on TYPO3 4.0.4.

I just checked that with current trunk:
The error page which now (at least after #22423) comes up is nicely styled and looks like the rest of the install tool.
(The error is still handled correctly: you get a helpful message.)

So this is fixed.
