Description
In TYPO3 4.5 the UTF-8 by default was introduced with the remark that non-utf-8 sites won't be working anymore with TYPO3 4.6 or 4.7.
So, it's time to get rid of the deprecated non-utf-8 behavior - as announced at the release of TYPO3 4.5 LTS.
