Remove popover doesn't close new content element popover

Description
When clicking the add new content element icon and then clicking the remove or any other popover the new content element doesn't close. This happens because the global variable to see if any popover windows are open is overwritten every time the popover plugin is used. Most of the popovers are initialised on load except for the remove popover.
