Install tool has no option to delete cache core

Description
The Install tool has a "Clean up"
and under "Edit files in typo3conf/" an option "Delete temp_CACHED* files ".
However in TYPO 6.0.6 the files are located in typo3temp/Cache/Code/cache_core/ext_localconf_xxx.
Those folders are only written by the Apache. So normally you cannot delete them by the FTP user. You need the root account, which you won't have in most cases.
If there is a bug in the file ext_localconf.php of an extension, then the TYPO3 backend and frontend have gone and are completely unusable. And you have no way to restore this.
This is a bug, because you could delete the temp_CACHED files in former versions of TYPO3.
