Install Tool does not write configuration

Description
During the upgrade to TYPO3 6.2 I must reduce the installed extensions by the entry of tt_address, because the Upgrade Wizard hangs with a tt_address error message.
However if I click the "Write configuration" button under "All Configuration" then it says "About configuration:
yes symbol. Writing configuration"
And nothing has been written because tt_address still remains in both extension lists.

That is probably because 'all configuration' still can not handle arrays.
