FAL Migration has to convert file links in tt_content

Description
The migration tool does not convert file links in tt_content.bodytext to FAL compatible links (and it seems it never did).
This is a show stopper for migration, since the links will be broken if changes are made to the file system after the migration.
There is a routine to convert the links when opening the content element in RTE, but this is obviously not a solution since it would mean you have to open all content elements manually to have FAL compatible file links.
