Misleading error message when database is empty

Description
When i install TYPO3 Neos and provide an empty database in the settings (without going through the setup) the "No Database Connection" error is shown
"Sorry, the database connection could not be established." But the connection was established successfully. The correct error message would be "The database has not been migrated" or "The database is empty".

Could not reproduce in version 1.1 anymore.
The error message in the frontend describes a problem with the database but no connection issues and the setup correctly shows the established connection.
