Switch between Editor and Admin does not load any admin options

Description
Reproduce like this:
1. Login with Editor account
2. Logout
3. Login as Admin
I would expect to see my Admin options but they dont appear.
The screenshot shows the options after 3.
Also works in other direction:
1. Login as Admin
2. Logout
3. Login as Editor
Result: You have Admin options in your panel
