Package Manager should clear all cache entries tagged with %PACKAGE%

Description
Whenever a package is activate, deactivated or upgraded the Package Manager should flush all cache entries which are tagged with \F3\FLOW3\Cache\Frontend\FrontendInterface::TAG_PACKAGE.
