TYPO3 7.3.1
Simple to reproduce:- Use the default introduction package
- Login as Admin - all is fine
- Simulate (or logout and login) as advanced_editor
- Open the backend module Filelist

The problem is at the current Introduction Package. The filemounts have the UID 0.
