Description

As pointed out in #8456 and #8455 we need to help the ResourceInterceptor to use the correct package for site resources. The place to add this would be the Template TS object.

[+BUGFIX] FLOW3 (Resource): The ResourceInterceptor can now be given a default package key to use, fixes #8455; using that in TYPO3, resolves #8459, resolves #8456.
