Make Effect Duration configurable

Description
the effect duration is by default 0.1 sec
Some people may like a longer one, so i made a config option.
This can be used for any effect setting in Backend, at the moment it's used for collapse / expand of left menu in new backend.
config is done with userTS
options.backend.effectDuration = 1 (this is 0.1)
use values between 1 and 30 for good results
