[Usability] Inline Palettes open too fast; add a smooth folding

Description

Since TYPO3 4.2, palettes open 'inline'. This happens very fast, actually so fast that it can be confusing.

I propose to let the palettes blindup/blinddown, just like recently introduced for the module menu (see #18043 and #18043).

If issue #18043 is accepted, then people who want instant opening of the palette menus can set duration=0 (this will require a revised patch; cf. the patch in #18043).

If issue #18043 is accepted, then module menu and palette menus can not be configured individually. Would that be needed, anyway?

As this report is very old, is the handling in newer TYPO3 CMS Versions (like 6.0/6.1) more like you expect it?
